In plain English
'In the loop' means the AI recommends and a person decides, with full authority to approve or reject the outcome. 'On the loop' means the AI handles routine tasks on its own while a person monitors results and can step in. 'Out of the loop' means the AI operates without direct human involvement.
The Central Bank of the UAE's February 2026 guidance sets out these three models and says that the level of human involvement should match the risk to the consumer, and that operating out of the loop should only be used for low-risk, non-material processes with appropriate controls.
Why it matters to a board
The right level of human involvement depends on the risk to the customer. Choosing it should be a documented decision, not a default.
Common mistakes
- A human who approves everything the AI recommends without real review.
- Reviewers with no authority, training or time to disagree.
- Treating on the loop as in the loop.
